The Project was implemented over the period from March 24, 2011 to December 31, 2011. The main objective was the promotion of bottom ash products to become qualified recycled aggregates in public construction works. In order to verify the environmental safety of bottom ash used in road construction pilot program, we conducted soil and groundwater environmental monitoring plan. Secondly, we conducted the engineering properties survey of reused bottom ash products to regulate proposed amendments for “outline of specifications for public works construction”. Furthermore, the project assisted with bottom ash reuse subsidy review of county and city governments , and helped hold the review meeting for verification plan of fly ash reuse. Besides, the project also helped deal with the related administrative operations in order to improve the quality and efficiency. Bottom ash used in road construction pilot program by the Ministry of the Interior (MOI) and the Ministry of transportation and communications (MOTC) put forward three pilot sections, respectively. There were two pilot road have been completed in 2011. The MOTC used bottom ash mixed with cement into a multifunctional regeneration concrete (MRC) as road base, and the MOI mixed 40% bottom ash and 60% natural aggregates as the road base material. Both pilot projects were in line with the engineering properties of outline specifications requirements. Verification of environmental security, after the completion of 3 to 6 months, the soil and groundwater concentrations of heavy metals had no significant change, and the dioxin in soil likewise. Therefore, the results suggested that there were no environmental safety concerns. However, for the long-term dissolution behavior of bottom ash used in road, environmental monitoring should be continued for verification. Regarding engineering properties survey of bottom ash products, the implementation included CLSM, MRC, high-pressure concrete blocks and road base aggregates engineering property test, and all the samples tested were in line with the construction specifications. In addition, the project proposed amendments to the outline of specifications for public works construction in 4 bottom ash relevant chapters.
